On April 30, 2024, a Russian missile attack on the southern Ukrainian port city of Odesa killed at least 3 civilians and injured 3 others, according to regional Governor Oleh Kiper. The attack also caused damage to civilian infrastructure in the city. According to Kiper, the attack damaged civilian infrastructure.

"As a result of the attack, three people died, and three more were injured. All necessary medical assistance is provided to the injured," he wrote via Telegram. "I express my sincere condolences to the families of the victims."

He further advised "everyone to promptly respond to air alarm signals."

The Ukrainian Air Force announced a series of air raid alerts in Odesa on the night of April 30, Kyiv Independent reports.

This latest attack came just a day after another Russian missile strike on Odesa on April 29 that killed at least 5 people and injured 30 others. Ukrainian authorities accused Russia of using cluster munitions, a controversial and widely banned weapon, in the April 29 attack. Ukraine's prosecutor general, Andriy Kostin, stated that the decision to use such a weapon was deliberately made by Russian military officers to kill as many Ukrainian civilians as possible.

Why this matters: The ongoing Russian attacks on civilian areas in Ukraine emphasize the pressing need for Ukraine's Western partners to provide critical military aid to bolster its air defenses. The use of banned cluster munitions also raises serious concerns about Russia's targeting of civilians in the conflict.

NATO Secretary-General Jens Stoltenberg acknowledged delays in military aid to Ukraine, saying this has had "serious consequences on the battlefield" and allowed Russia to make advances. Ukraine and its allies are racing to deploy new air defense systems and ammunition to counter Russian attacks as the situation on the frontlines worsens for Ukrainian forces.
