RBI Orders TalkCharge Technologies to Refund Prepaid Wallet Balances

The Reserve Bank of India (RBI) has directed Gurugram-based TalkCharge Technologies Pvt Ltd to refund prepaid wallet balances to its customers. The RBI found that TalkCharge was offering Prepaid Payment Instruments (PPI) Wallets through its website and app without obtaining the necessary authorization under the Payment and Settlement Systems Act, 2007.

On April 2, 2024, the RBI issued directions to TalkCharge to cease all PPI-related activities and refund the wallet balances to customers within 15 days, which was later extended to 45 days (by May 17, 2024) at the entity's request. However, TalkCharge reportedly issued legal notices to customers demanding the return of cashback amounts, falsely suggesting it was under RBI's instructions.

Why this matters: The RBI's intervention highlights its commitment to maintaining a secure and regulated financial environment for consumers. Unauthorized financial platforms pose risks to customers' funds and personal information.

The RBI has clarified that its directives were solely focused on ensuring the refund of prepaid balances to customers. "The RBI has only directed TalkCharge Technologies to refund the prepaid amount lying in the wallets to the customers, and has not directed the company to demand the return of any cashback amount," the central bank stated.

The RBI has cautioned the public to exercise utmost caution while using websites, applications, and parting with their money to any unauthorized entity. Consumers are advised to verify the authorization status of the entities they are dealing with on the RBI's website.

The RBI's swift action against TalkCharge Technologies serves as a reminder of the importance of regulatory oversight in the rapidly developing digital payments landscape. As more consumers adopt digital wallets and prepaid instruments, ensuring the safety and security of their funds remains a top priority for the central bank.
